General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by flying debris: At this location, employees involved in a boat building operation were exposed to the hazards of flying debris in that compressed air of 150 psig. for spray finishing and air-powered hand tools was transported by way of schedule 40 PVC pipe. Polyvinylchloride pipe is not approved for the transmission of compressed gasses because of its tendency to release, violently, shards of debris capable of penetrating metal surfaces. Among other methods, one means of abatement would be to replace the existing PVC piping with a type suitable for the transmission of compressed gasses.
