29 CFR 1910.23(c)(1): Open sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides. a.) On or about 12-9-98, employees working on top of rail cars at stage number six in the big rollover department of the north car shop were not required to wear fall protection. b.) Employees working on top of rail cars at stage number six in the big rollover department of the north car shop were not protected from the hazard of falling to the cement floor below at all times. c.) Employees standing on the hoppers of rail cars seven feet off the ground welding triangles for stage number three in the under frame rollover department of the north car shop were not required to wear fall protection.
