Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Employees were exposed to a potential fall hazard while operating the manually operated manlifts in the main elevator and in "b" elevator due to the lack of a car enclosure on each manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install a car enclosure on each manlift. (b) Employees were exposed to a potential crushing hazard while working near the manlifts due to the lack of guardrails around the base of each manlift. Among other methods, one feasible and acceptable method to correct this hazard would be to install a guardrail with a gate around each manlift.
