Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to serious injury while operating a scissor lift platform
where the operator controls
were not marked to indicate the intended operation. American Standards
Institute (ANSI) A92.6-
1990, Self-Propelled Elevating Work Platforms, Section 4.6.1-6, states
that all controls shall be
clearly marked. One method of abatement among other methods would be to
ensure that all
operator controls are adequately marked to indicate the function prior to
operation.
Jobsite: Ground level, interior section of the building area.
Employees were exposed to possible serious injuries while operating and/or
working
from the platform of a Grove scissor lift platform, Model # SM-4688-XT,
Serial #
252924, at heights of 40 feet above the concrete floor below, where the
operators
controls located within the platform, were not adequately marked to
designate their
function.
