Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment
which were free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees in that
scaffold riggers are exposed to fall hazards greater than 30 feet
when they climb the side wall of the ship's interior storage tanks
(holds) for access to the top of the tank to hang vertical wire
rope lines in preparation for erecting multi-stage interior hung
scaffold(s).  Among others, several feasible and acceptable methods
to correct this hazard is to use portable ladders, stair towers
scaffolds, or personal fall arrest system while accessing the top
of the tanks.
