Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to releases of anhydrous ammonia: a.PC1 Loop - The pressure relief valve was installed such that it could release ammonia into the building. b.PC2 Loop - The pressure relief valves were installed such that it could release ammonia into the building. c.Compressor Room - Two oil pots were not equipped with pressure relief valves. d.Compressor Room - The main control panel for the ammonia compressors and pumps was located under the area of a roof drain, which would expose the electrical equipment to water inundation in the event of a drain failure. Among other methods, one feasible and acceptable method of abatement would be to comply with the guidelines outlined in the American National Standard for Equipment, Design and Installation of Ammonia Mchanical Refrigerating Systems (ANSI/IIAR 2-1992).
