Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment which
were free from
recognized hazards that were causing or likely to cause death or serious
physical harm to
employees in that employees were exposed to being struck and / or being
crushed by
automobiles being serviced due to defective automotive lifts:
Main Service Bay (in same building as Parts Dept):
a - South westernmost Rotary Model Lift: Broken safety handle.
b - Second south westernmost Rotary Model Lift: Broken safety handle.
c - South easternmost Lift: Lift control mechanism did not return to the
"off" position when
released due to a broken valve spring.
East Service Bay (part of main building with offices):
d - Northernmost Lift: Lift control mechanism did not return to the "off"
position when
released due to a broken valve spring.
e - Fifth northernmost Rotary Model Lift: Broken safety handle.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THIS HAZARD IS:
1.  OBTAIN THE AUTOMOBILE LIFT MANUFACTURER'S OPERATION MANUAL
WITH A PERIODIC INSPECTION CHECKLIST AND POST WITHIN THE SHOP AREA.
2.  DEVELOP AND IMPLEMENT A PERIODIC INSPECTION AND MAINTENANCE
SCHEDULE TO BE PERFORMED AS REQUIRED BY THE ALI ALIOM-1994
"STANDARD FOR AUTOMOTIVE LIFTS: SAFETY REQUIREMENTS FOR
OPERATION, CARE AND MAINTENANCE."
3.  PROVIDE EMPLOYEE OPERATOR TRAINING ON HAZARD RECOGNITION AND
SAFE PROCEDURES AS WELL AS ENFORCEMENT OF THE PROCEDURES.
4.  APPROPRIATELY DOCUMENT EMPLOYEE OPERATOR TRAINING AND
INSPECTION DOCUMENTATION OF THE PERIODIC INSPECTION AND
MAINTENANCE PERFORMED.
4.  DEVELOP A POLICY TO REMOVE DEFECTIVE LIFTS FROM USE.
These abatement methods and recommendations are from the ANSI / ALI B
153.1 and ALI
ALOIM-1994 "Standard for Automotive Lifts: Safety Requirements for
operation, care and
maintenance." Said standards provide a periodic inspection and maintenance
schedule and
operator training log if the manufacturer's manual does not provide such
requirements.
