Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire and explosion from the ignition of combustible dusts being carried and collected by the resinoid department's eight dust collection systems. Among other methods, one acceptable means of abatement would be to upgrade the departments dust collection equipment in accordance with criteria specified by NFPA 654, Standard for the Prevention of Fire and Dust Explosions From the manufacturing, Processing, and Handling of Combustible Particulate Solids. Basic fire and explosion prevention strategies for combustible dust collection systems may include; Deflagration Venting, Isolation devices and/or Protective systems, Inspection and Maintenance, Management of Change , Dust Control, Ignition prevention, Fire Protection , Employee training, all of which are predicated by a Risk Assessment of the affected equipment.
