Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees. Personnel operating scissor lifts employed by this employer were exposed to the hazard of being crushed under the lift. The employees were allowed to ride the lift on an area where the surface was neither firm nor level due to two (2) 24" X 25" openings. ANSI A92.6-1979
