Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fire and explosion hazards created by storing of excess
quantities of flammable
liquids adjacent to production:
(a) Flammables Storage Area:
On or about 8/19/99, an open area for storage of approximately 1500
gallons of
flammable liquids was exposed to potential ignition sources in production.
Among other methods, feasible means of abatement would be to enclose the
area and
provide the following design and construction characteristics to the room:
1.  A fire-rated wall(s) between the room and rest of the building.
2.  Spill containment to prevent liquid spill from flowing into the
connected portion of
the building.
3.  Liquid-tight wall & floor connection(s) at the wall shared by another
portion of the
building.
4.  Approved self-closing fire door to connecting portion of the building.
5.  Make-up air ventilation duct into the room be provided with a fire
door/damper.
6.  Exhaust ducts for ventilation no more than 12 inches from the floor.
7.  An airflow switch in the ventilation connected to an audible alarm for
ventilation
failure.
8.  Class I, Division II, wiring and electrical equipment in the room.
