Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a) The hazard associated with the possibility of failure of the automotive
lift in Bay #2
causing the lift to descend to the floor because the locking device, which
is designed to
be an automatic mechanical device that will support the lift in the
extended position, did
not function properly because it was not regularly inspected and/or
maintained in proper
working order.
Among other methods, one feasible and acceptable abatement method to
correct the hazard is
1) The owner/operator shall maintain and care for the lift to ensure its
continued safe
operation.  ANSI B153.1-1990 section 7.12.
2) The owner or employer shall establish a periodic inspection procedure as
recommended by the manufacturer to ensure the safe operation of the lift.
