Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the condition(s) listed below:
a)  Piping used to transport compressed air at a pressure of 115 to 120
psig was made of PVC
plastic rated for use with pressurized water systems.  Employees were thus
not assured of
protection against the hazards of projectile wounds from flying pieces of
plastic
piping in the
event of breakage of the pipe and subsequent explosive failure.
Two feasible and acceptable abatement methods to correct this hazard are:
1.  Replacement of the piping with material specifically rated for this
use, such as ABS plastic
piping or ductile iron pipe;  or
2.  Enclosure of the piping with a case or shield that will cover the
entire length of the pipe and
contain the force of any explosion that may result from sudden failure of
the pipe, along with
a reduction of system air pressure to less than 100 psig.
