Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment or a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: Milk Receiving Area. Employees were exposed to the hazard of internal injuries from improper use of fall arrest systems. While washing the truck tank and working from a tank platform approximately 9 feet above the ground, employees used body harnesses as a fall arrest system with the lanyard/retractable line attached to the front D-ring of the harness. The manufacturer of the harness requires lanyards to be attached to the back D-ring of the harness. Among others, one feasible method of abatement is to set up a policy for the proper use of body harnesses per the manufacturer's specification and enforce it effectively.
