Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were likely to cause death or serious physical harm to employees in
that employees were
exposed to the hazards of being struck-by components of an exploding
above-ground oil
storage tank.
At the Sandblasting Building, on or about 05/31/00, one employee was
exposed to the
hazards of being struck-by components of an exploding above-ground oil
storage tank due to
excessive internal pressure being introduced through compressed air.
One method of abatement to correct this apparent hazard is to regulate the
flow of
compressed air into each tank so that an internal pressure of no more than
2.5 PSIG is
attained as required by UL-142, paragraph 39.2.1.
