P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of
1970: The employer
did not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of colliding with another vehicle:
a)  Intersection of Louis Mills Blvd. and Garrard Ave. - Employee(s) were
not trained in the
proper operation of an all-terrain vehicle (ATV) and were permitted to
operate the vehicle on
public roads, on or about 4/19/99.
b)  Intersection of Louis Mills Blvd. and Garrard Ave. - An employee was
allowed to operate
an all-terrain vehicle (ATV) without wearing an approved motorcycle helmet
and protective gear,
on or about 04/19/99.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is:
Not to allow employees to operate an all-terrain vehicle without proper
training.
Also never
allow employees to operate the ATV's on public roads.
