P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by line while standing in the bight area: a) Citgo Asphalt Dock - An employee was standing next to the messenger line/hawser line and the bollard, in the bight area, as it was being pulled under strain by a truck, on or about 9/11/99. Among other methods, one feasible and acceptable method to correct this hazard is to: Not allow employees to be in the bight area of a line while it is under strain.es
