P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of overexposure to airborne inorganic lead during mowing operations at the outdoor firing ranges. a) Federal Law Enforcement Training Center, Glynco GA, Outdoor Firing Ranges #1-4 - Employee mowing the outdoor ranges was exposed to 1.2 mg/m3 of airborne lead during a 53 minute sample period (132.5 ug/m3 8 hour time weighted average), which is 2.65 times the general industry permissible exposure limit of 50 ug/m3, on or about 08/11/2000. Among other methods, feasible and acceptable abatement methods to correct this hazard include: 1. Implement engineering and work practice controls to reduce employee exposure below 50 ug/m3. 2. Develop a written compliance program in accordance with 29 CFR 1910.1025(e)(3). 3. Provide appropriate protective work clothing and equipment. 4. Maintain all surfaces as free a practicable of accumulations of lead. 5. Post warning signs bearing the legend: "WARNING, LEAD WORK AREA, POISON, NO SMOKING OR EATING," in the work area. 6. Develop and implement a written respirator protection program in accordance with 29 CFR 1910.134. 7. Provide change rooms and showers in the work area.
