Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to falls from 20 feet height:
Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico:
El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a caidas desde 20 pies de altura:
At the Street #2, Miramar Avenue in Arecibo were observed the following
conditions:
An employee of the P.R. Telephone Company, performing duties on poles of
cable splice at 20
feet above the ground, without the personal protective fall arrest system
attached. Also, the
employer did not provide an adequate personal fall arrest system (Full
Body Harness). The
employer provided evidence from an internal memorandum (Evaluacion de los
aditamentos
necesarios para completar el "Fall Arrest System" en la P.R.T.) of this.
Among other methods,
one feasible and acceptable abatement method to correct this hazard is
that the employer offer
periodic safety meetings and establish regular inspections in the field to
verify if the employees
were performing the safety rules. The employer must discontinue the use of
the landyard because
is not appropriate and provide the adequate equipment for fall protection
(Full Body Harness)
and offer a training of the use and management of the equipment.
Employee was exposed to falls.
En la Carretera #2, Avenida Miramar en Arecibo, se observaron las
siguientes condiciones:
Un empleado de la "P.R. Telephone Company" realizando tareas en postes de
empalmar cables
a 20 pies de altura sobre el nivel del terreno, sin amarrar el sistema de
proteccion contra caidas.
Tambien, el patrono no le proveyo un equipo adecuado de proteccion
personal contra caidas
(Arnes de Cuerpo Completo). El patrono presento evidencia del memorando
interno (Evaluacion
de los Aditamentos para completar el equipo de "Fall Arrest System" en la
P.R.T.) sobre esto.
Entre otros metodos, un metodo factible y aceptable para corregir este
riesgo es que el patrono
debe ofrecer reuniones periodicas y establecer inspecciones regulares en
el campo para verificar
si los empleados estan cumpliendo con las reglas de seguridad. El patrono
debe descontinuar el
uso del "lanyard" porque no es el apropiado y proveer el equipo adecuado
de proteccion contra
caidas (Arnes de Cuerpo Completo) y ofrecer adiestramientos del uso y
manejo del equipo.
