Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Northeast End of the Building - On or about June 11, 1997, two employees were exposed to the hazard of falling approximately 23 feet while climbing above the guardrail system to stand on two wooden planks and a scaffold platform to gain access to the roof while on a Marklift self propelled elevating work platform (scissor lift). Among other methods, one feasible and useful method to correct this hazard is to develop, implement, and enforce a work rule such as stipulated in American National Standards Institute A92.6 "American National Standard For Self Propelled Elevating Work Platforms" 1990 Personnel shall maintain a firm footing on the platform while working thereon. Use of planks, ladders, or any other device on the aerial platform for achieving additional height or reach shall prohibited. No abatement certification or documentation is required for this item.
