Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a) Building B, North Entrance, Ticket Booth 145 - Two Gibson Electric Co.,
Inc. employees
were observed climbing above the standard guard rail system of a scissors
lift to gain access to
the roof of the ticket booth to complete conduit work.  The employees were
exposed to a fall
distance of 13 feet 5 inches.  This condition last existed on December 15,
1997.
Among other methods, one feasible and useful method to correct this hazard
is to develop.
implement and enforce a work rule such as stipulated in American National
Standards Institute
A92.6 "American National Standard For Self Propelled Elevating Work
Platforms" 1990.
Personnel shall maintain a firm footing on the platform while working
thereon.  Use of planks,
ladders or any other device on the aerial platform for achieving
additional height or reach shall
prohibited.
Use the provided gate access to scissors lift (self propelled elevating
work platforms) to enter
and exit the lift to access to the top of the ticket booth.
No abatement certification or documentation is required for this item.
