Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Chlorine receiving/mixing station - At the time of the inspection employees were potentially exposed to chlorine gas due to: inadequate process labeling to be able to properly identify chlorine lines, lack of detailed procedures for changing chlorine containers, blocked emergency shower, combustible storage in the immediate area included kerosene fuel and a kerosene heater, and ventilation procedures for the mixing station were not addressed. (b) Casting area - At the time of the inspection employees were exposed to chlorine gas due to: chlorine monitors that sometimes alarmed erroneously, lack of a preventive maintenance program for the manual chlorine injectors that led to them being misaligned or not connected, lack of a safe system for the rotary injectors so that during a discharge chlorine gas would not be emitted directly into the work areas. Among other methods, feasible and acceptable methods would be to follow the the guidelines described in the Chlorine Institute Manual for handling chlorine.
