Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to hazards of being struck by a lowering automotive
lift:
a)  Service Shop, Bays 5,6,7 - The automatic locking devices on these GLOBE
(Model FS-28) two-post drive through lifts did not engage when the lift
was in its
fully raised position.  As such the locking devices could not have
independently held
an elevated vehicle in the lifts maximum vertical position.  Alternative
safeguards
such as properly rated and placed jack stands were not used to ensure safe
operation
while employees performed servicing on the underside of the elevated
vehicles.
b)  Service Shop, Bay 9 - The GLOBE two-post lift (Model unknown) was used
to
elevate vehicles for employees to perform servicing beneath.  This model
lift was not
equipped with a lift automatic locking device nor were alternative
safeguards such as
properly rated and placed jack stands used to ensure safe operation of
this equipment.
ABATEMENT NOTE: Among others one feasible and acceptable method to abate
this
hazard is to repair the faulty automatic locking lift safety devices or
use properly rated and
placed jack stands beneath the vehicles.  A periodic inspection of lifts
and lift components
should be established and implemented to assure safe operation of the
automotive lifts.
