General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard: a) U.S. Dept. of Agriculture site - Employee worked from a STRATO-LIFT self- propelled elevating work platform while performing electrical work at ceiling level. Employee stood on the midrail of the platform's guardrail system in order to achieve additional height. No fall protection was utilized while working from this location of the lift thus exposing the employee to a fall hazard of approximately 18 feet. ABATEMENT NOTE: One feasible and acceptable abatement method is to work only from the platform of the lift and be sure all guardrail systems are in place including the chains across the entranceway. No abatement certification or documentation required.
