Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by vehicles:
a)  On or about October 9, 1997, at the 21 exit lane plaza of Denver
International
Airport during daytime and nighttime hours, employees were working in the
traffic lanes
as flaggers to maintain the flow of traffic through the exit lanes.  AMPCO
System
Parking exposed its employees to the hazard of being struck by vehicles
while working
in the lanes of traffic as oncoming cars approached at various speeds to
exit.
One feasible and acceptable method for abatement to correct the hazard is
to eliminate
the flaggers position.  Effective alternative methods to control the
traffic flow through
the DIA exit plaza include but are not limited to:
1.  Utilization of better signage to control traffic flow through the
plaza.  Remove
express lane signs because they are confusing.  Emphasize the use of the
left hand lanes.
2.  Utilization of better striping and marking of the twenty-one lanes to
direct traffic into
the left lanes of the exit plaza.
3.  Pass information to customers about more efficient use of the DIA toll
plaza as they
stop at the cashier booths before exiting.
