recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that:
a.)Employees were exposed to the hazards of drowning or hypothermia while
traveling in
a 14-foot fiberglass boat, on or about June 11 through 14, 1996, on the
open waters of
Willapa Bay for the purpose of harvesting clams.  The boat had cracks in
the hull, cracks
where the transverse strength members joined the hull and bottom, and
other defects
which rendered it unsafe for transporting employees.
