Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the following conditions:
(a)Employees were exposed to the hazard of being struck by swinging or
falling
loads of large and heavy coils of rolled steel in excess of 7000 pounds,
large and
heavy loads of flat steel sheets and fabricated steel trusses in excess of
900
pounds, and by crane or crane parts when operating:
1.On or about July 30 and 31, and August 5, 1997, employees were
operating 42 underhung cranes, which had not received frequent and
periodic/annual inspections, to lift and move coil steel rolls, flat
plates of
steel and fabricated metal trusses.
Among other methods, one feasible and acceptable abatement method may
include, but is not limited to, annual inspections of the underhung cranes
by a competent person in conformance with ANSI B30.11-1973, Section
11-2.1 and ANSI B30.16-1987, Section 16-2.1.2 and 16-2.1.3.
2.On or about July 30 and 31, and August 5, 1997, employees were
operating 42 underhung cranes which did not receive load testing prior to
being placed into service, to lift and move coil steel rolls, flat plates
of
steel and fabricated metal trusses.
Among other methods, one feasible and acceptable abatement method
include, but is not limited to, having a load test conducted of each
underhung crane by a competent person in conformance with ANSI
B30.11-1973, Section 11-2.2.2, and ANSI B30.16-1987, Section 16-2.2.2.
3.On or about July 30 and 31, and August 5, 1997, employees were
operating 42 underhung cranes which had the control pendants painted
over and labels missing when the cranes were used to lift and move coil
steel rolls, flat steel plates of steel and fabricated metal trusses.
Among other methods, one feasible and acceptable abatement method may
include, but is not limited to, having legible markings of underhung crane
pendent control functions replaced in conformance with ANSI B30.11-
1973, Section 11-1.11.3, and ANSI B30.16-1987, Section 16-1.1.2.

listed ANSI
