Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of falling from a manually propelled lift in
that the guardrail system
was not continuous:
a) Asbury Park Press, construction site, Freehold, N.J.. On or about
08/08/97.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to ensure that guardrail system is complete and continous. Operational
guidelines regarding the
installation of the guardrail sytem can be found in ANSI/SIA A92.3-1990,
