employment and a place of
employment which were free from recognized hazards that were causing or
were likely to cause
death or serious physical harm to employees in that employees were exposed
to the hazard of
being caught under vehicles or the lift structure, or being struck by a
falling vehicle, in the event
of hydraulic failure of a twin post hydraulic vehicle lift while servicing
vehicles.
Among other methods, one reasonable and adequate abatement method to
correct this hazard is
to equip the lift with a mechanical device to hold the lift in the fully
extended position as
recommended by the American National Standards Institute in the industry
consensus standard
ANSI/ALB B153.1 "Safety Requirements for the Construction, Care and Use of
Automotive
Lifts".  The device should have a strength factor of not less than three,
based on the rated load
capacity of the lift.  In applying this paragraph, fundamental
distinctions between private and
public employment has been recognized.
a)Eave Twin lift, model #3EK119.  East side Bus lift.
b)Eave Twin lift, model #3EK119.  West side Bus lift.
Both Lifts have been removed from service and are being replaced by brand
new lifts.
