Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Employees in the PVP area were not provided heat stress training, so they could recognize the heat stress symptoms in themselves and/or co-workers. This training needs to include the necessary steps to take to prevent employees from experiencing heat stress symptoms, such as nausea, dizziness, heat fatigue, heat collapse, heat cramps, heat exhaustion, and heat stroke. Employee monitored on or about August 12, 1998 was exposed to hot environments with a Wet Bulb Globe Temperature Index (WBGT) from 82.6 to 92.9 degrees Fahrenheit, and an employee monitored on or about August 13, 1998 was exposed to hot environments with a WBGT from 80.1 to 85.7 degrees Fahrenheit. Employees were performing various tasks with a moderate to heavy work load. The Permissible Heat Exposure Threshold Limit Values (using the WBGT) as published in the OSHA Technical Manual (which were based on the American Conference of Governmental Industrial Hygienist ACGIH! publication, Threshold Limit Values for Chemical Substances and Physical Agents and Biological Indices) for a moderate to heavy work load range from 77 degrees Fahrenheit to 88 degrees Fahrenheit (depending on the work-rest regimen for each hour).n
