Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a) anhydrous ammonia at the facility, in Slicing Room, Area A.  The source
of the leak was the
loose packing on the hot gas valve of the refrigeration system above the
ceiling.  International
Trading Co. did not have a preventative maintenance program implemented to
ensure that the
systems were in proper working order.  An acceptable means of abatement
would be (1) to adopt
the inspection and maintenance schedule described in IIAR Bulletin
110-Guidelines for Start-Up
Inspection and Maintenance of Ammonia Mechanical Refrigeration Systems or
adopt the
maintenance schedule provided by the manufacturers.  NOTE:  IIAR Bulletin
109, IIAR
Minimum Safety Criteria for a Safe Ammonia Refrigeration System, provides
information
for
equipment, frequency of safety inspections and inspection checklist. (2)
Have ammonia detection
systems with a detection level below the action level.  (3) Planned rescue
operations with trained
personnel.  (4) Access to emergency respiratory protection and training in
its use.
