Section 5(a)(1) of the Occupational Safety and Health Act of
1970:  The employer did not furnish employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees in that employees were exposed to splash hazards and
struck-by hazards from falling portions of the hoisted load due
to the lack of latches and inoperable latches on the hooks
holding the hoisted load located on the Line B Chrome Line 10 ton
floor-operated crane, the maintenance area 2 ton floor-operated
crane, the Yale 5 ton floor-operated crane in the shipping and
receiving area, the 20 ton floor-operated crane on the Line C
Chrome Line, the 2 ton floor operated crane on the Line A Chrome
Line, and the 10 ton floor-operated crane on the Nickel
Electroless Line:
Among other methods, one feasible and acceptable method for
abatement is to ensure that latch type hooks are used unless the
use of the latch increases the hazard, and that periodic
inspections of the hook retaining nuts or collars and pins, welds
or riveting used to secure the retaining member are performed to
detect and correct deformations, in accordance with Sections 16-
1.1.2.4.d. and 16-1.2.1.3.c. of the American National Standards
Institute (ANSI) B30.16-1973 Safety Standards for Cranes,
Derricks, Hoists, Hooks, Jacks, and Slings.
