General-duty citation text
Executive Order 12196, Section 201(a) and 29 CFR 1960.8(a) mandate the head of each agency to furnish to each employee a workplace free from recognized hazards. The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by hazard(s): a.On or about August 1, 2007, an employee of a mowing contractor was mowing grass and mowed under a disconnected boiler piping, hung by rusted smooth all-thread from pipe-support posts at approximately 10 feet, which had been disconnected but left. The piping had not been used in over 20 years but had been left in place and not maintained, exposing this employee and others working around and underneath the piping to the possibility of serious injury or death. One feasible means of correcting the hazard is to remove any equipment that is either not being used or has deteriorated to the point that it could fall and injure an employee. ABATEMENT VERIFICATION IS REQUIRED
