Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees
in that employees
were exposed to excessive heat stress:
a)Foundry Department:  On or about Tuesday, October 28, 1999, 3:00pm - 4:00
pm:  The lineman and press operator were exposed to excessive heat stress
conditions during foundry operations which included the molten metal
impregnation of carbon parts with copper (CU-3). The work area was
monitored
for heat levels and the average Wet Bulb Globe Temperature reading during
this
period was measured to be 27.89 degrees C.  The American Conference of
Governmental Industrial Hygienists (ACGIH) Permissible Heat Exposure
Threshold Limit Value for Moderate Work Load with a Work-Rest Regimen of
75Work and 25Rest, each hour, while wearing cotton coveralls is 26.0
degrees C.
Effects of exposure to high temperatures include:  serious skin rashes,
vertigo, serious
exhaustion, fainting, confusion, irrational behavior, convulsions and
death.
Among other methods, some feasible and acceptable methods to correct this
hazard are:
A. Implement a Heat Stress Management Program which can include the
following:
1.Monitoring:
a. Monitor predicted weather conditions (i.e. expected heat waves,
etc.).
b. Periodic monitoring of heat conditions inside the foundry.
2. Engineering Controls:
a.Increase ventilation in the room to lower the temperature (i.e. roof
fans and/or additional wall fans).
b. Provide shielding of radiant heat sources and additional ventilation
to remove radiant heat at oven line and at sand-pit area.
c.Provide supplied tempered air stations with laminar flow for
employees who work at the above work stations.
3. Administrative Controls:
a. Follow American Conference of Governmental Industrial
Hygienist's (ACGIH) recommendations for work-rest regimens.
b.In addition to the water fountain provided, ensure that employees
drink adequately drink fluids.
c. Ensure that workers are acclimatized to the work conditions.
4. Training/Conditioning:
a.Provide a training program to employees, supervisors and
managers on heat stress.
b. The program should include the following:
1.Sources of heat transfer (i.e. metabolism, radiation, convection,
and heat balance).
2.Physiological responses (i.e. heart rate, body temperature,
sweating, acclimation, and work practices).
3. Recognition of signs and symptoms of heat induced illness and first
aid procedures.
4.Means of preventing heat induced illnesses (i.e rest breaks,
increased water intake, salting of foods, etc.).
5.Establish a medical surveillance program to screen and identify workers
who are
incapable of heat acclimatization or have precluding medical conditions.
This
should be done prior to an employee's initial exposure to heat stress
conditions.

B.Establish your own heat stress management program and have an expert
review this
program and have an expert review this program in order to determine its
adequateness
and effectiveness.
or
C.Establish a heat stress management program based on ACGIH and/or
National Institute
for Occupational Safety and Health (NIOSH) guidelines.
NOTE: The employer is required to submit abatement certification for this
item in
accordance with 29 CFR 1903.19.ce
