Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognizable hazards that were causing or likely to cause serious physical harm to employees, in that, an employee was exposed to a crushing hazard from paving vehicles: (a) Parking Garage, Slab on Grade at "C"Line: Employees were exposed to an impalement hazard while working near all-thread rods that were projecting vertically through the working walking surface. A series of 5/8 inch all-thread rods were projecting vertically through a bed of pea gravel. Employees were observed walking within 1 foot working of the all-thread rods and could loose their footing in the pea gravel and fall upon the protruding rods.
