Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of electrical shock, burns or electrocution while performing work on a circuit breaker panel which contained an open exposure to live conductors and busbars through an unused opening in the panel. The following condition led to the existence of this hazard: (a)M/V Pribilof, in the processing area - The circuit breaker control panel contained an unused opening on the right side bottom section of the panel where live electrical components were observed through the opening, the employer failed to ensure that the unused openings were effectively closed to prevent an employee from inadvertent contact with the components while performing the task of operating the circuit breakers. One feasible and acceptable abatement method to correct this hazard would be to insert a blank snap in type cover to effectively close the opening.
