Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
Employees performing switchman operations including, but not limited to,
riding on end ladders
or other end parts of moving railroad cars, energized by a locomotive
engine, were exposed to
the hazard of being crushed due to the potential of slipping or falling
from same:
Feasible and useful abatement methods for reducing this hazard include,
but are not limited to,
the following:
1.  Promulgate a written training procedures program which is equal to
standard industry
practice used by companies and/or corporations which perform similar
private railroad
operations.
2.Ensure all switchman employees are within direct site of engineer prior
to allowing
movement of the locomotive and railroad cars.
3. Ensure all switchman employees ride on the locomotive engine platform
if necessary to
transport an individual by rail.idual
