Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of becoming caught in the moving parts of the conveyor system located at the M89 NMO's, near the West dock supervisors desk. Emergency stop buttons, capable of quickly stopping the conveyor system, were not in the near proximity to the operators. One feasible method to correct this hazard would be to provide emergency stop devices and so arranged to permit personnel ready access in case of a emergency stop and to train personnel in the safe operation of such devices.
