Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: Detroit Bulk Mail Center, Expansion Docks, serious injury resulting from being struck by falling parcels and shifting containers, falling out trailers, and falling inside trailers as a result of the moving of truck trailers while work was still being done in the trailer. Among other methods, feasible and acceptable abatement methods to correct this hazard is to develop adequate training procedures and strict enforcement procedures, inspect the trailer prior to connecting and moving it with the spotting truck, install and maintain dock locks and/or light systems to control trailer movement.
