Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:
Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico:
El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
Employees were exposed to serious injuries caused by falls due to the
slipery condition of the
walking surfaces.  At the Zarzal Campament located at Rio Grande, trails
leading to Watch
Towers 1,2, and 3 were not asphalted the whole way.  Parts of the trails
missing asphalt were
very muddy and had inclinations.  Walking the trails was dangerous due to
the slippery surface
and the slope of the trail.  The employees had to use the trails because
these are the access to
the Watch Towers.
Among other methods, one feasible and acceptable method to correct this
hazard is to provide
asphalt in the whole trail and keep it clean of mudd.
Empleados estaban expuestos a lesiones serias causadas por caidas debido a
la condicion
resbaloza del camino.  En el Campamento el Zarzal localizado en Rio
Grande, caminos de la
Torres de Vigilancia 1,2 y 3 no estaban asfaltados en toda su trayectoria.
Las partes del camino
que no estaban asfaltadas estaban fangosas y tenian inclinaciones.
Caminar por los caminos era
riesgoso debido a que estos tenian inclinaciones y eran fangosos.  Los
empleados tenian que usar
esos caminos ya que estos eran los accesos a las Torres de Vigilancia.
Entre otros metods, un metodo factible para corregir este riesgo es
asfaltar todo el camino y
limpiarlo de fango.
