Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that
employees were exposed
to the hazard of being struck by fragments of plastic pipe used to
transport air for the purpose
of cleaning small parts.
a) The shop area where employees operate equipment designed to forge small
parts from
various materials such as; but not limited to: Aluminum, Plastic and
Stainless Steel.
Forced air is used to clean small parts and blow off work surfaces. The
Plastic Pipe
Institute recommends against the use of thermoplastic pipe to transport
compressed air
or other compressed gases in exposed plant piping. Furthermore, sections
842.32, 842.43
and 849.52(b), of the American National Standards Institute B31.8-1986, Gas
Transmission and Distribution Piping Systems Standard, limit the operating
pressure of
plastic piping distribution systems to 100 pounds per square inch and
prohibit the
installation of such systems above ground. This condition exposes
employees to the
hazard of flying fragments. As observed, on or about October 29, 1997.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to replace the PVC pipe used to transport compressed air with a type of
piping that is shatter
resistant; such as galvanized metal or other acceptable material.
