Title 40.1-51.1,(a), Code of Virginia: The employer did not furnish employment and a place of employment which were free from recognized hazards that were likely to cause death or serious physical harm to employees in that: The guardrails were missing from the rear of the platform of the Scissor Lift employees were working from 21-feet above ground and one of the employees was observed working from the midrail of the guardrail system on the side of the platform. One feasible and acceptable method, among others, to correct this hazard is to adhere to American National Standards for Self-Propelled Elevating Work Platforms, ANSI A92.6-1990, Section 7.9(3) and Section 7.11.1: Prior to each movement of the aerial platform and each repositioning of the platform,guardrails are to be installed. Personnel shall maintain a firm footing on the floor of the platform while working and use of any other device on the platform for achieving additional height or reach shall be prohibited.
