Title 40.1 - 50.1, (A), Code of Virginia:  The City of Franklin did
not furnish a place of employment free from recognized hazards that
were likely to cause death or serious physical harm to employees in
that:
1)  Located at the plant influent pump area employees are exposed
to an LEL of 4and are not provided with a gas detection system
with alarm or light which will warn employees prior to entering
into a hazardous atmosphere or a ventilation system to ensure that
flammable and explosive gases are removed from the area.
2)  Located at the barscreen area, employees are exposed to an LEL
of 3and are not provided with a gas detection system with alarm
or light which will warn employees prior to entering into a
hazardous atmosphere.
3)  Located at the digester pump room, employees are exposed to an
LEL 3and are not provided with a gas detection system with alarm
or light which will warn employees prior to entering into a
hazardous atmosphere.
Note:  One feasible and acceptable method to correct these hazards
is to adhere to the National Fire Protection Agency (NFPA) 820
Standard for Fire Protection in Wastewater Treatment and Collection
Facilities to prevent a fire or explosion.
