Title 40.1-51.1.(A), Code of Virginia: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards when using a 12' step ladder with legs folded to gain access to a roof at Lake Taylor High School, 1384 Kempsville Road, Norfolk, VA. One feasible and acceptable abatement method, among others, to correct this hazard is to adhere to 1926.1053(b)(4): Ladders shall be used only for the purpose for which they were designed.
