Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a
place of employment which were free from recognized hazards that were
causing or likely to cause death or serious
physical harm to employees:
368 EAST VERMONT AVENUE, SEBRING, OHIO:  The employees, who worked inside
the manufacturing facility, were
exposed to the hazards associated with failing structural members and a
possible building collapse.
a.FRONT ROOM:  There were two, water damaged, wooden ceiling joists
severely cracked and unable to support the intended
load.  The failing joists had separated from the wooden cross member and
roof sheeting.
b.CASTING ROOM:  (1)  The wooden ceiling joist, serving as an anchor for
the suspended exhaust fan motor, was broken
in half.  (2)  The seventh wooden ceiling joist from the east wall was
broken.  The failing joist had separated from the water
damaged roof sheathing.
c.BACK ROOM, WEST WALL:  The first wooden ceiling joist, was broken and
severely water damaged.  There was a four
foot section of the failing joist missing.
d.CASTING ROOM, CENTER:  The cross member, designed to support the wooden
ceiling joists, was incapable of
supporting the intended load and was extremely warped.
e.The concrete block exterior walls had several cracks and breaks that
compromised the integrity of the structure.  (1)  The
Southeast corner of the facility had a vertical break in the exterior
walls that spanned the entire height of the walls.  In
addition, there were several places along the walls where the concrete
blocks had separated as much as two inches.  (2) The
Northeast corner of the front exterior wall had a seven foot diagonal
crack that followed along the concrete block mortar.
Among other methods to correct the hazard, one feasible and acceptable
method of  abatement includes the following elements:
1.Repair the damaged portions of the roof and flashing so that they are
sound,
tight and have no defects that admit water.
2.Repair and/or replace the water damaged, cracked and broken ceiling
joists, cross members and roof sheeting.
3.Install a new cross beam that is supported by the appropriate number of
vertical members.  The new structural members
must be constructed from materials capable of supporting the intended load.
4.Replace the broken concrete blocks in the Southeast corner of the
building.  In addition, re-position the separated blocks
and apply new mortar.
5.Apply caulking along the cracks in the concrete block mortar.
6.Repair and/or replace damaged structural members promptly and as needed.
