29 CFR 1926.200(g)(l):  Construction areas were not posted with legible
traffic signs at points
of hazards:
a)such as a portable flashing sign, or sign(s) indicating "Work Crew
Ahead, "Men
in Roadway", "Workers", or other message(s) to indicate the presence of
employee(s) and to create general recognition of the presence of
employee(s) to
protect employee(s) while performing temporary work activity and exposed to
vehicular traffic on highway 68 north near West Market Street entrance
ramp in
Greensboro on project number 8.1492701 where an accident occurred on March
31, 1998.  Reference Manual on Uniform Traffic Control Devices 1971 and
subsequent editions.
OR IN THE ALTERNATIVE:
North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North
Carolina:  The employer did not furnish to each of his employees
conditions of employment and
a place of employment which were free from recognized hazards that were
causing or likely to
cause death or serious physical harm to employees in that employees were
exposed to:
a)vehicular traffic while performing work outside established work zone(s)
on
highway 68 north near West Market Street entrance ramp in Greensboro on
project number 8.1492701 where an accident occurred on March 31, 1998.
Reference Manual on Uniform Traffic Control Devices 1971 and subsequent
editions.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is to use a portable flashing sign, flagman, or sign(s)
indicating
"Work Crew Ahead", "Men In Roadway",  "Workers", "Reduce Speed", or other
messages; and placing in the Workplace Safety Manual the policy that
emergency
flashers and/or emergency flashing light bars must be activated on
vehicles so
equipped whenever workers leave vehicles to perform temporary work
activity,
to indicate the presence of employee(s) and to create general recognition
of the
presence of the employee(s).
