Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were not protected from the hazard of been struck by the moving trucks:
a)Sal Car Transfer Station, Worksite and Yard Traffic Areas: Employees
working
were exposed to the hazard of being struck by the moving truck tractors,
on or
about 4/14/98.
Feasible and acceptable abatement methods, among others to correct this
hazard,
are to ensure that management personnel, and other employees obey the
company
traffic safety rules/policies, and repair/provide traffic control signs and
instructions as needed; as follows:
1. Ensure that drivers comply with posted speed limits, written traffic
instructions, and other traffic control signs and/or signals.
2. Replace all "worn stop signs" with readily visible signs, post such
signs at
entrances, exits where visibility was impaired, and at blind intersections.
3. Ensure that employees wear high visibility safety vests when working
near any
moving trucks area.
4. Post signs indicating pedestrian traffic at vehicular check-in and
check-out
lines, and similar locations where employees may be working.
5. Ensure that drivers stay inside their vehicles while waiting to pick-up
their
garbage loads.
6. Perform inspections as necessary to ensure that drivers stay in the
trucks,
comply with posted speed limits, pedestrian signs, stop signs, wear high
visibility
safety vests and comply with all site safety rules.
