Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to falls of more than six (6) feet:
a)55 Challenger Road:  Employees using a Fitch Industries Inc. Parapet
Jockey
to
wash exterior windows did not have a safety line independently tied to a
structural
member of the building or other independent anchoring point.  Employees
were
exposed to falls of 6 stories (approximately 80 feet), on or about 5/25/99.
b)55 Challenger Road:  Employees using a Fitch Industries Inc. Parapet
Jockey to
wash exterior windows did not have the Parapet Jockey independently tied
to a
structural member of the building or other independent anchoring point.
Employees were exposed to falls of 6 stories (approximately 80 feet), on
or about
5/25/99.
c)55 Challenger Road:  Employees standing at the edge of the roof who were
rigging the Fitch Industries Inc. Parapet Jockey were not provided with a
fall
arrest system.  Employees were exposed to falls of 6 stories
(approximately 80
feet), on or about 5/25/99.
Feasible abatement means include among others are to follow the
International Window Cleaning
Association's, pamphlet for "Safety Guidelines for Window Cleaning" for
lifeline rigging and
providing fall protection for employees rigging control descent devices
and follow the
manufacturers owner's manual for securing the "Parapet Jockey".
