North Carolina General Statue 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees  condition of employment and a place of
employment which were free from recognized hazards that were
causing or likely to cause death or serious physical harm to
employees:
a)fire/explosion hazard - employee(s) were replacing a primary
gasoline containment sump without effectively capping or
plugging the vapor return line to the underground storage
tank. The vapor return line was plugged with a rag and leaking
gasoline creating an explosion hazard.
One feasible and acceptable abatement method, among others, to
correct this hazard is to cap of plug the line using approved
equipment.
