Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm in that:
a) Employees were exposed to the hazards of heat stress disorders, such as
but not
limited to; heat stroke and heat exhaustion, while performing their
routine duties of
refuse collection, during environmental temperature extremes. Employees
and employee
supervisors were not adequately trained in the recognition of the signs
and symptoms of
heat stress and heat related illnesses and the proper action to be taken
in the event an
employee is demonstrating such signs and symptoms.
Feasible and useful methods of correction include but are not limited to
the following:
A. Develop and implement a heat stress program which contains, at a
minimum,
the following items.
1. Engineering controls - Increased mechanization, to reduce human
involvement,
where feasible.
2. Administrative controls - Acclimatization of employees, provisions for
an
abundant supply of drinking water and implementation of a work rest
regimen.
3. Employee training - Each employee and supervisor who will work in a hot
environment should be trained, in the recognition of the signs and
symptoms of
heat related illnesses, prior to beginning work.
4. Medical surveillance - All workers who are or may be exposed to heat
stress
conditions should be included in a medical surveillance program.
