Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
(a)1/21/98, Throughout the production area, fork lift trucks were being
operated
without employees wearing the seatbelts that were operable and that had
been
provided by the manufacturer.  There were two fork lift trucks which had
operable seat belts.  Employees use fork lift trucks to move bales of
paper to the
conveyor area, throughout the storage/warehouse area and onto the trailers
of
trucks in the loading dock area.
Among others, one feasible and acceptable abatement method to correct this
hazard is to enforce the useage of a seatbelt policy on all forklifts
equipped with
them from the manufacturer.
